This research has been combined closely with the practical situation in TEs in Hebei province. By using the aggregate data 1 and the survey data 2, combining the method of quantitative and qualitative analyses, we has systematically analyzed the present situation and problems faced by the technical personnel in Township Enterprises (TEs). On this base, the report has proposed the development strategies about technical personnel of TEs in Hebei province.
