Aim of this paper is present how XML languages and the web semantic approach could be applied to the Norma-Editor, a project designed to help legal drafters convert legislative text into XML documents. A word processor extracts the structural elements of a text as well as the semantic information entered by the user, and with these brings out XML documents valid for the DTDs worked out for the NIR project. A future goal is to enhance the NIR DTDs, using languages in the XML standard to represent the semantics of resources and define ontologies fitted for the scope.
