This statement introduces the ECBS Complexity panel. It provides a framework for a debate on the complexity of the ECBS (engineering of computer based systems) process and its products. We attempt to address the questions of what constitutes complexity, how to measure it, and how to provide engineering techniques that can handle its effects.
