This paper provides a synopsis of in-progress research and development in reuse and certification of software components at Rome Laboratory of the Air Force Materiel Command, Rome, NY. A Certification Framework for software components was developed which is sensitive to varying domains, business strategies and component types. A cost benefit plan, an operational concept, a suite of certification tools, and a prototype were defined. Field trial procedures were developed, applied, and the results reported.
