Further use for multimedia resource in a flexible way, providing content description of various formats-video stream, audio and other media became very useful.This needs to have framework, which can INERTRATE and MANGAGE all kinds of description, which are obtained in various reliabilities. Recently, we are developing an XML-based framework to integrate and manage such Description information, it known as Video Stream Description Language for TV Movie Show (VSDL-TV). VSDL-TV provides a powerful environment for establishing variety of application for movie video. In this paper, an outline of VSDL-TV and an application know as "TV Drama Management System", which has video annotation, text-based video retrieval, edit and browsing function will be presented
