We discuss two basic and important information technologies which are of great relevance to the 21st century: (1) key technology for advanced communication (2) paradigm for the new human-like information processing. We analyze the basic ideas and issues in these areas. We introduce the concept of layer-structured communication and computation. The solution to the challenges pertaining to each layer is presented and analyzed.
