This paper describes the design of a framework that supports both dynamic, on-demand service creation and service location. The primary focus of this paper is to develop a model for a framework to support load balancing and fault tolerance within open distributed systems, and to show how CORBA can be used to implement this framework. This framework provides location transparency and ensures that object references are still valid even when service providers are relocated.
