With the rapid growth of information technology over the past few years severe congestion problems have resulted. Many existing models have been proposed to control the congestion for a single network device (router, link etc.). The main problem is when the link or the router between the source and destination is with high congestion or broken down, etc. If there are no alternate links to the destination, users have to wait for the mechanical solutions for the recovery, which will take long time and is expensive as the congestion is at a micro-level. Therefore, we propose a zone-based, congestion control algorithm which is easy to implement and users do not have to wait for when the link or router is congested or broken down. The Zone-based routing algorithm is proposed to route the traffic and balance the traffic load to achieve efficient resource utilization. Zone is equal to one AS (Autonomous Systems) or a collection of neighboring ASes.
