Providing Quality-of-Service (QoS) in the mobile networks is challenging, given the scarcity of bandwidth/resources, dynamic nature of wireless channel, user mobility, and the computational complexity of the QoS algorithm. In this paper, we present a conservative and adaptive QoS (CAQoS) scheme which aims to reduce the call admission latency with early scale-down and fast bandwidth reallocation. Results showed that CAQoS is able to minimize new call blocking and handoff dropping rates with less admission computational overheads, while maximizing the overall bandwidth utilization.
