In this paper we present the functional design and the technical specifications of a complete blood-transfusion information system, named the PELICAN-System. This system is now under development in the University of Patras in co-operation with the Blood Centre of the University Hospital. In this work we describe the main aspects of its architecture and the basic functionalities of the system .
