In this paper we discuss the problem of network fairness. Traditional network fairness focuses on treating uneven resource (such as bandwidth) allocation in TCP congestion control mechanisms. Hereby, we present a novel definition of applicationbased network fairness as an extension to the traditional one. We explain the significance of fairness scheduling in real-time network businesses, analyze the impact on server-side fairness judgment caused by non-subjective factors, and then provide a fairness scheduling mechanism of serve based on network measurement, with its feasibility and validity preliminarily proved through an actual implementation. Finally, we make a conclusion and point out some possible future works.
