With the rapid progress of high-performance cluster applications, data transfer between clusters in distant locations becomes more important. But, it is known that it is not easy to get good performance of data transfer using parallel TCP streams on long distance high bandwidth network. In this paper, we microscopically observe parallel TCP streams on 10 gigabit Ethernet (10GbE) network with a bottleneck, then propose, implement, and evaluate Packet Shuffler which balances the throughput of parallel streams. We implement both network analyzer and Packet Shuffleron the multiple-purpose network hardware framework TGNLE-1 which also we designed.
