Distributed denial-of-service attack has become one of the major threats to Internet today. And the distributed nature of DDoS problem needs a distributed solution. In this paper, we propose using a hierarchical domain-aware overlay to construct a built-in distributed rate limit framework throughout the Internet. And we leverage the IP traceback technique to avoid collateral damage on legitimate traffic and mitigate DDoS effect near attack sources as possible as we can. This defense framework is a serviceoriented economic model that not only motivates ISPs to deploy it, but also benefits all participants.
