This paper proposes a context model which separates the upper and lower layer according to characteristic of each class using the Web Ontology Language (OWL). We also present a Context-Aware Multi-Agent System (CAMAS) architecture which provides the solution of policy problem using the classification of rule and implementation of a rule-based engine. We enhance the response time for offering adaptive services. We solve the policy conflict problem among users by using reasoning and privilege delegation.
