Based on the cross-layer design, a novel resource allocation algorithm for multi-user Orthogonal Frequency Division Multiplexing (OFDM) system is presented in this paper. The algorithm allocates the resource by considering not only the Channel State Information (CSI), but also the Quality of Service (QoS) requirement of the users, including the delay and the throughput. The performance of the algorithm has been verified by theoretical analysis and simulations. The results demonstrate that, using the algorithm, the spectral efficiency can approach to the achievable capacity obtained by the water-filling algorithm under the fairness constrain among the users.
