Active nodes need conduct more computing, which makes transport delay of active packets increases. Traditional end-to-end congestion control mechanism is unfit for active networks under some conditions. To solve the problem, a congestion control mechanism based on hop-by-hop feedback is proposed in the paper, in which the utilization of active node computing resources can be affected by feedback information. Analysis shows active nodes response rapidly to congestion, and correlative nodes can cooperate for congestion recovery. Simulation experiments express that the scheme is efficient for congestion control when there are not enough computing resources in active nodes.
