Nowadays, with the appearance of E-government affair, the requirement of realizing online application and approval (i.e. one-stop examination and approval) by means of information and network technology has been gaining more and more government attention. For real estate construction projects, many problems (such as too many approval links, abundant and complicated examination and approval procedures, long time to wait for approvals, etc.) hinder a high-speed and continuous development of the real estate industry in Shanghai. As a transformation of government service mode, information management and service platform of real estate construction projects in Shanghai reflects an innovation in management and decision mode in Net-era, i.e. to reform the old serial artificial approval mode and change it into one-stop approval system based on network. Firstly, the operational requirements of the informationalization management and service platform for the real estate projects in Shanghai are discussed in the paper. Then, this paper proposes that the platform structure is composed of three hierarchies: the hierarchy of online service, the hierarchy of examination, approval and dispatch, and the hierarchy of the internal operation disposal. Finally, the structures and the specific functions of each hierarchy are analyzed.
